Barbara Smith, Senior Program Manager

Barbara Smith served for 22 years and achieved the rank of Deputy Chief at the Dallas, Texas Police Department. Responsibilities have included administrative affairs including budget and grant management, planning and research, crime analysis, records management and strategic planning.  While in Dallas, Barbara served in Patrol, Communications, Internal Affairs, Planning & Research, Inspections, Technology and Special Projects.  Though her various roles in the Police Department, Ms. Smith was responsible for crime mapping and analysis.  She has experience with ESRI software including Arcview and was responsible for implementing an on-line, interactive crime map for public use.

Ms. Smith has extensive research experience in areas such as management systems, organizational design, technology integration and system improvements.  Initiatives that Ms. Smith implemented in the Dallas police Department include development and implementation of the Compstat program, managing the Crime Analysis Unit and development of weekly Compstat meetings.  Additionally, Ms. Smith was responsible for Internal Audit and Control, working to ensure departmental compliance with policies and procedures, including annual performance audits.

Projects completed under the Technology & Technical Support Unit included management oversight for the data needs and hardware devices for the Police Department’s LAN and WAN; serving a chairman of a city-wide committee to design and implement the Police Department’s new Computer Aided Dispatch system; wireless camera technology for the Central Business District; and, police staffing models. Another key initiative managed by Ms. Smith was the design and implementation of a computerized records system for the Dallas Police Auto Pound Section.   

Ms. Smith holds a BS, summa cum laude, from the University of Texas at Dallas, and is currently enrolled in the Masters of Public Affairs graduate program.  She is a graduate of the Institute for Law Enforcement Administration 50th School of Police Supervision, the 32nd Management College, the 27th Session of the Police Executive Research Forum’s Senior Management Institute for Police and the IACP Leadership in Police Organization Program. She holds a Master Peace Officer Certification from the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE), and is also a licensed TCLEOSE instructor.
