Donald J. Smith, PhD., Research and
Evaluation Specialist
Donald M. Smith, PhD.
is a public safety management consultant
with over 17 years of experience. Mr. Smith
specializes in SPSS, and has worked on
numerous public safety research and
evaluation projects.
Prior to joining PSSG,
he was the Director
of Research for the Parkland Health &
Hospital System Violence Intervention
Program (VIP) and a Senior Fellow at the
Foundation of Community Empowerment J. Don
Williams Leadership Institute, which
launched the “Analyze
Dallas” and the “Dallas
Indicators” websites.
Dr. Smith was the
Principal Investigator and Evaluator for the
Dallas and Fort Worth Independent School
Districts on “The Silent Victims of Domestic
Violence” Program. He developed an ongoing
evaluation program for the Buckner Children
and Family Services Residential Services
Program and After School Program for
children of low-income families.
In addition to his research and evaluation
expertise, Dr. Smith has more than a decade
of law enforcement experience reaching the
rank of Senior Corporal in a department of
over 2,900 sworn personnel. After leaving
the department, he founded a non-profit
organization directed at training
professionals working with victims of
domestic violence, child abuse and neglect.
Don holds a BS from
Texas Tech University, and a PhD from the
University of Texas Southwestern Medical
School. Recently he was honored with two
awards from the US Department of Health &
Human Services, the Regional Administrators
Award for ongoing training and education of
professionals who work with children at risk
and the Green Country Behavioral Health
Services, Therapeutic Preschool Program
