Richard B. Bailey, Law Enforcement/Policing Sr. Program Manager
Mr. Richard Bailey has more than 28 years of law enforcement experience. As Chief of Police in Grafton, Massachusetts, he led a full service department of 35 employees with a budget of 1.4 million dollars. For 26 years he served with the Nashua, New Hampshire Police Department supervising criminal investigations and providing leadership for juvenile, narcotics, prosecution, community policing and uniform operations.
Mr. Bailey has extensive experience with Municipal Program Development, Grants Management, Project Planning, Facilitation, Policy/Procedure/Plan Development, Instructional Design and general Public Safety Experience.
Mr. Bailey is a certified trainer for Texas A&M Emergency Response Planning and International Association of Chiefs of Police West Point Leadership Programs. He holds a BS in Management from Franklin Pierce College and an MS in Criminal Justice from Fitchburg State College.
