William Desrosiers


William Desrosiers has more than 30 years of fire services experience.  He retired after leading the City of Lowell Fire Department as Chief of the fire department for seven years. Mr. Desrosiers was an inaugural appointee to the Northeast Region Advisory Council for homeland security.

A leader in ICS and mutual aid services, Mr. Desrosiers was an active member of the District 6 Mutual Aid Association and took a lead role in training and interoperability with a multi-jurisdictional approach.

Important projects completed by Mr. Desrosiers include elevating the position of emergency management within the City structure, securing grants for regional collaboration, training, equipment, mutual aid exercises, and related services.  Currently Mr. Desrosiers provides executive level consulting services to various fire departments in New England.

Mr. Desrosiers recently conducted a study of the Central Falls Rhode Island Fire Department, evaluated the potential for E911 regionalization in Massachusetts, developed emergency response plans for UMass Lowell, and conducted full-scale exercises at Middlesex Community College.
