Stephen Soares

In Memoriam July 2, 1945 – December 24, 2015

Stephen Soares has an impressive 40 years of experience in law enforcement and municipal management.  Most recently he was the chief of police in Windsor Vermont, prior to which he was the Town Manager in Norwich, Vermont.  For much of his career Mr. Soares was chief in Dartmouth a sprawling community in southeastern Massachusetts with 96 members in the police department.

Mr. Soares also served as the Director of Special Projects for the Bristol County Sheriff’s Department facilitating multi-jurisdictional law enforcement activities.  He also served as the Emergency Management Director during his tenure in Norwich.

During his career Mr. Soares effectively implemented progressive training and community engagement strategies that are still in place at his former agencies.

Mr. Soares holds a M.A. in Criminal Justice from Anna Maria College and is a graduate of the FBI National Academy, Quantico, Virginia.  In addition, he completed the Human Resources Certificate Program at Stonehill College.
